Hey I had that problem in my PC. I wound up allow it to upgrade and doing a factory reset and everything works great now. Probably there is some upgrade that got misconfigured on the way. If you do not mind reinstalling your applications and can back up your files you could give that a try
If your windows that are on 10 there's a real factory reset option where you won't need to key or whatever. It's rather simple to initiate. When I did it now I googled factory reset windows. Good luck
Was it basically a system restore, After you backed up your files? And once you're done reinstalling you simply hit restore?
No I started fresh. More like a gentle format of the is push. Pictures files save files etc all went in an HDD. I uninstalled the matches I had before compiling windows. This is only because I have files on am HDD, windows in an SSD and games on a second HDD. I think if your games are in your os drive you may not need to do this. Remember to copy your game files I think those are mostly different from the install for games.

Even if I attempt to use VPN, steam will recognize that I'm from PH since I made the steam account in PH region.
Well, I can play without VPN fine through MS Store but I'm not going to risk my principal steam accounts.
