I'm not being penalized for marcoing

After a few minutes of trying to find out my capabilities and my level of communication, they conclude that I'm a bot since I don't speak. They file a complaint and I get sexually assaulted, which can sometimes be really good. However, they don't stop me from learning my abilities.
I'm not being penalized for marcoing. However, I feel the fear that this whole marcoing issue has caused and Jagex is moving the train at a speed that is too quickly for it to not be effective. Jagex is filled with anti-marcoing advertisements everywhere you travel.
All this has made the general public assume that everyone who hasn't responed to their idiotic questions, which I might add can be easily answered by looking up on the high scores page, that they are all bots. And I understand that macroing is all ways likely to be a problem, but why all the effort to solve one problem? There are numerous other issues that need to be solved. There are numerous other issues like fraud and players who make a mess and other issues. Jagex has created a huge fear.
To be honest, this is similar to the entire terror fear that is created by governments and the media. It's out there. But it doesn't happen every day. There are bigger and more serious issues exist. Carl Schmitt's Neo-Con theory says that you need to be able to project an image of an enemy to be able to build a society. Jagex is trying to promote honest communication among members of the community. Or is it trying to hurt us by making us believe that those who engage in a lot of chats are enemies? I'm against it, but enough is enough.
