Nowadays, quests tend to focus too heavily on their surroundings (Freneskae). The quests were are released with a specific purpose and that is a whole quest dedicated to Zaros returning. The quest's outcome was not revealed as the form of a mysterious manner. I think the anticipation of a shocking or surprising ending and the reveal was better than knowing what was going to take place in the final chapter.
The lobby was where you'll see a large banner that read "Zaros is back!" Plagues End is a great idea. No revolution can be accomplished in just five minutes. The most memorable moment was knocking down the door and then slapping each person in the opposition with one hand.

The lack of quests in general is because there are numerous. There are currently 200. In 2005, when only 29 quests were released, there weren't many.
